Often, these politicians are either pursuing their own career objectives or are captive to the will of their very leaders and financial sponsors who advance a political and ideological agenda that often is inconsistent with what is best for the People and the Nation whom they are supposed to be in Washington to serve.

One example of the Government's not working well for the people and the Nation - - one that is obvious to the very people whom the government was established to serve involves "PARTISAN POLITICS."
Often viewed as an integral (and even beneficial by some) part of the political process, GCC asserts that Partisan Politics, in effect, is a leading counterproductive culture in government and represents THE MOST OBVIOUS TYPE OF GOVERNMENT WASTE!
In the Legislative Branch,for example, "partisan politics" interferes with the carrying out of the Nation's business.
Leaders and members of Congress spend enormous amounts of time on useless, politically motivated discussions, speeches, meetings, and other wasteful activities not only during election periods – – which in and of itself is a waste of time and money irrespective of who is paying the bill – – but also, and more importantly, during the daily workday, when, in fact, the representatives of the people should be spending their time effectively, efficiently, and economically working for the PEOPLE and the NATION!
Another important example in the Legislative Branch involves lawmaking itself which constitutes the core work of the Legislative Branch.
Legislative bills are processed through an array of committees, hearings, discussion, and debates before becoming laws. And yet, when it comes time to vote on these bills - - bills that affect the people and the Nation at large - - important aspects of the proposed legislation, including, for example, "the impact of the proposed law on the people" are often, even at this late stage, still not fully understood by the very lawmakers themselves who are casting their votes.
Who would deny that it is the responsibility of congressional leaders and members to fully comprehend – – on behalf of the people whom they were elected to serve – – what is actually in a bill on which they are casting their votes? Add to that the fact that congressional members oftentimes cast their votes along party lines rather than on the merits of the bill and its actual value to the people.
Members of Congress are also involved in other important tasks such as serving on committees, conducting hearings, reviewing existing laws, etc.
Questioning the quality of how those and other tasks are undertaken and managed would certainly be legitimate, particularly when so much of what the American People see for themselves all too frequently involves partisan bickering, ideological posturing, grandstanding, etc.
While that "circus" atmosphere is taking up valuable time, other important work suffers. For example, pursuing excellence in the way Government works for the benefit of the People and the Nation would be one way for Congress to spend its time more effectively. but, unfortunately, would have LITTLE IF ANY PRIORITY ON THE PART OF THOSE IN GOVERNMENT WHO ARE IN CHARGE!
One could go on-an-on, but important to keep in mind - - regardless of which Branch of Government is involved - - is the following:
It is the hard-earned money of the people, by way of taxes that are imposed on the people by the Government that:
(a) pays for the cost of the compensation and benefit packages of everyone who works for the Government both directly and indirectly, together with all associated costs
(b) pays for the cost of services - - good or bad - - that emanate from Government
(c) pays for the cost associated with the Government's involvement in unilateral, bi-lateral, and multi-lateral relations and activities
(d) pays for the cost of all of the Government's inefficiencies, ineffectiveness, waste, fraud, and abuse that exists in all of the institutions and levels of government.
GCC believes that a transformation within the institutions of government is required! Not only is it required at the Federal level but also at equivalent State and Local levels.
It is required to bring about the kind and degree of change that is necessary for the Institutions of Government to work efficiently and effectively, and with integrity, for the people for whom these institutions were established to serve.

The chief cause of unethical conduct and behavior in the workplace has its roots in the counterculture of the 1960s when standards of behavior began to decline.
Regardless of what some may want you to believe, Ethical Relativism that took hold during the 1960s followed by Irresponsible Parenting had - - and continues to have to this very day - - a very negative effect on society.
Those who were around and/or grew up before the 1960s and who held faithfully to their values and rejected the counter-cultural movement can, today, easily recognize the results of that damaging movement that manifests itself widely in the form of irresponsible conduct and behavior that is still present and flourishing among many who, unfortunately (and perhaps often through no fault of their own), remain clueless of what responsible conduct and behavior entails.
How does all of this affect organizations and institutions today, including the Institutions of Government?
Most people working in today's organizations and institutions, including the institutions of Government - - the executives, managers, and employees - - grew up and lived through those very years when the standards of right-and-wrong behavior were relaxed and redefined DOWNWARD.
Many from that era - - from all walks of life - - "moved with the flow", relaxing their own personal standards of conduct and behavior.
Even many who grew up prior to the '60s couldn't resist latching onto the relaxed and declining standards of conduct and behavior that the '60s ushered in.
INTEGRITY itself, and values such as personal pride of always doing what is right, doing one's very best, and other positive values became, in many respects, the casualties of what began in the '60s.
