"GCC's General Strategy" applies to all types of organizations including Business, Government, and all others.
However, in Government, because of the additional serious problems that "politics" and "elections" introduce - - which are over and above the typical problems found in non-government entities - - GCC treats those specific problems separately, in "GCC's Strategy For Government".
Once "GCC's Strategy for Government" is successfully implemented, then aspects of "GCC's General Strategy for All Types of Organizations" can be applied to improve the Government at Large.
Could "GCC's General Strategy" be applied to Government without having first implemented GCC's Strategy for Government that deals with the "political aspect"?
Because of the high impact of "politics" on how Government in general operates (e.g., the fact that Branches, Departments, Agencies, etc., of Government are basically led and influenced by ELECTED officials and their political appointees for the period that a Political Administration is, and/or members of Congress are, in office), GCC, for that reason, believes that it would be better to implement "GCC's Strategy for Government" first, and by so doing would:
